Unfortunately it seems that her mother thinks EITHER her legs or her arms should be covered, but never both, so while Katie is dressed like a pilgrim in winter (dress to the ground, long-sleeve sweater and a scarf), her daughter is prancing around New York City catching pneumonia and eating a cupcake.
But at least she's wearing tights.
