I can think of no other reason why someone would let their 4-year-old child cross a street - while preoccupied by a large, tasty beverage and her hair - without holding that child's hand! 
On a separate note, I totally think Suri's outfit is cute and I also think it's kind of adorable that it's coordinated with mom's outfit.
